Am 21. Februar 2025, zwei Tage vor der Bundestagswahl, stellte die CDU/CSU-Fraktion eine kleine Anfrage an die noch amtierende Bundesregierung. Die kleine Anfrage “Politische Neutralität staatlich geförderter Organisationen” besteht aus insgesamt 551 Fragen und richtet sich an 17 gemeinnützige Organisationen in Deutschland. 

ECPMF ist besorgt, dass dieses Vorgehen der CDU/CSU öffentlichen Misstrauens gegenüber der Zivilgesellschaft fördert und gleichzeitig als Mittel der Einschüchterung dient. 

Ende Januar 2025 gingen bundesweit Tausende von Menschen auf die Straße, um gegen einen Antrag für eine schärfere Migrationspolitik zu protestieren, den die CDU/CSU mit Unterstützung der FDP und der rechtsextremen AfD im Parlament durchgesetzt hatte. Die kleine Anfrage wirft nun die Frage auf, ob die Beteiligung der Zivilgesellschaft an diesen Protesten den Grundsatz der politischen Neutralität gefährdet hat. Gleichzeitig wird der obstruse Vorwurf geäußert, dass sich hinter NGOs eine “Schattenstruktur” verbirgt, “die mit staatlichen Geldern indirekt Politik betreibt.”

Das ECPMF bekräftigt das Recht gemeinnütziger Organisationen, demokratische Werte zu fördern, politische Bildungsarbeit auszuüben und am öffentlichen Diskurs teilzuhaben. Das Anzweifeln der Legitimität von Medienorganisationen – einschließlich CORRECTIV, Netzwerk Recherche e.V. und Neue deutsche Medienmacher*innen e.V. – ist eine besonders besorgniserregende Entwicklung und kann als eine Bedrohung der Pressefreiheit gewertet werden.

ECPMF erkennt an, dass die kleine Anfrage ein wichtiges und notwendiges Instrument der demokratischen Kontrolle ist. Gleichzeitig warnt ECPMF davor, dass eine so umfangreiche Anfrage nur wenige Tage vor dem Ende der Legislaturperiode bedroht und einschüchtert, anstatt einen offenen und demokratischen Austausch zwischen der Zivilgesellschaft und der Regierung zu fördern.

ECPMF condemns CDU/CSU’s pressures against German media and civil society organisations

On 21 February 2025, two days before the German parliamentary elections, the CDU/CSU-party issued a parliamentary request to the government for information on the financing and political ties of 17 media and civil society organisations.

ECPMF is concerned that the request promotes an atmosphere of intimidation and public distrust towards civil society. This comes at a time when autocratic and populist forces encroach on democracies in Europe and abroad. 

In January 2025, thousands of people across the country took to the streets to protest a proposal on a stricter migration policy that the CDU/CSU introduced in parliament – relying on the support of the FDP and far-right AfD. The CDU/CSU now questions whether the involvement of civil society in these protests was tied to political agendas of the opposition and if the principle of political neutrality has been compromised.

ECPMF asserts the right of media and civil society to promote democratic values and contribute to public discourse. Raising doubts about the legitimacy of media organisations – including CORRECTIV, Netzwerk Recherche e.V., and Neue deutsche Medienmacher*innen e.V. – is a particularly worrying development and constitutes a threat to press freedom. 

ECPMF recognises that a request by the parliament to the government is an important instrument of democratic control. At the same time, ECPMF cautions that posing such an extensive request just days before the end of the legislative period contributes to an atmosphere of intimidation rather than promoting an open and democratic exchange between civil society and government.
