Ein möglicher Austritt Mecklenburg-Vorpommerns aus dem NDR-Staatsvertrag wäre eine Gefahr für die regionale Medienvielfalt

Am kommenden Sonntag, den 20. September 2026, findet in Mecklenburg-Vorpommern die Landtagswahl statt. Die Zukunft des öffentlich-rechtlichen Norddeutschen Rundfunks (NDR) ist dabei auch ein Wahlkampfthema der Alternative für Deutschland (AfD). In ihrem Regierungsprogramm kündigt die AfD unter anderem an, den NDR-Staatsvertrag kündigen zu wollen. Zugleich fordert sie die Abschaffung des Rundfunkbeitrags und einen grundlegenden Umbau des öffentlich-rechtlichen Rundfunks hin zu einem sogenannten „Grundfunk“.

 

Ein Austritt Mecklenburg-Vorpommerns aus dem NDR-Staatsvertrag würde nicht unmittelbar zur Auflösung des NDR führen. Der NDR-Staatsvertrag besteht zwischen den vier Ländern Hamburg, Mecklenburg-Vorpommern, Niedersachsen und Schleswig-Holstein. Würde Mecklenburg-Vorpommern den Vertrag kündigen, würde der NDR zunächst in den drei verbleibenden Ländern fortbestehen. 

 

Das ECPMF warnt jedoch vor den möglichen Konsequenzen einer Kündigung für die regionale Berichterstattung und die Medienvielfalt in Mecklenburg-Vorpommern.

 

Der NDR unterhält in Mecklenburg-Vorpommern Regionalstudios in Rostock, Greifswald und Neubrandenburg und das Mecklenburg-Studio in Schwerin. Diese Strukturen ermöglichen eine weitreichende regionale Berichterstattung und versorgen die Bevölkerung unter anderem mit NDR 1 Radio MV und dem Fernsehprogramm „Nordmagazin“. Der NDR selbst weist darauf hin, dass diese regionalen Angebote und Studios ohne den NDR in Mecklenburg-Vorpommern nicht fortbestehen würden.

 

Die Entwicklung in Mecklenburg-Vorpommern steht dabei im Kontext der jüngsten politischen Entwicklungen in Sachsen-Anhalt. Dort hat die AfD bei der Landtagswahl am 6. September 2026 43,8 Prozent der Stimmen erhalten. Die Partei hatte im Wahlkampf ebenfalls eine Kündigung des MDR-Staatsvertrags angekündigt.

 

Die politische Situation in Mecklenburg-Vorpommern ist allerdings nicht unmittelbar mit Sachsen-Anhalt vergleichbar. Die AfD liegt in den aktuellen Umfragen zwar vorn, der Abstand zu anderen Parteien ist jedoch deutlich geringer.

 

Das ECPMF spricht sich ausdrücklich für den Erhalt und den Schutz öffentlich-rechtlicher Strukturen aus. Eine vielfältige und unabhängige Medienlandschaft ist eine wesentliche Voraussetzung für eine informierte Öffentlichkeit und damit für eine funktionierende Demokratie. Weiterhin geht es auch um Medienvielfalt, regionale Öffentlichkeit und die Voraussetzungen für freie Meinungsbildung. Die Bedeutung eines funktionsfähigen öffentlich-rechtlichen Rundfunks ist zudem verfassungsrechtlich verankert. Artikel 5 des Grundgesetzes garantiert die Rundfunkfreiheit. 

 

Ein Rückzug Mecklenburg-Vorpommerns aus dem NDR-Staatsvertrag könnte den Zugang zu regionaler Berichterstattung erheblich erschweren. Der Schutz dieser Strukturen ist damit auch ein Schutz der Presse- und Rundfunkfreiheit und ein wesentlicher Bestandteil demokratischer Resilienz.

Mecklenburg-Western Pomerania’s potential withdrawal from the NDR State Treaty would pose a threat to regional media diversity

This coming Sunday, 20 September 2026, the state election will take place in Mecklenburg-Western Pomerania. The future of the public service broadcaster Norddeutscher Rundfunk (NDR) is a central campaign issue for the far-right Alternative for Germany (AfD) party. In its manifesto, the AfD announces its intention to terminate the NDR State Treaty. At the same time, the party calls for the abolition of the broadcasting licence fee and a fundamental restructuring of public service broadcasting with the introduction of an undefined entity named ‘Grundfunk’.

 

Mecklenburg-Western Pomerania’s withdrawal from the NDR State Treaty would not immediately lead to the dissolution of the NDR. The NDR State Treaty is signed by the four federal states of Hamburg, Mecklenburg-Western Pomerania, Lower Saxony and Schleswig-Holstein. If Mecklenburg-Western Pomerania were to terminate the treaty, the NDR would initially continue to operate in the three remaining federal states.

 

However, the European Centre for Press and Media Freedom (ECPMF) warns of the potential consequences of such a termination for regional reporting and media diversity in Mecklenburg-Western Pomerania.

 

In Mecklenburg-Western Pomerania, the NDR operates four regional studios in Rostock, Greifswald, Neubrandenburg and Schwerin. These facilities enable comprehensive regional coverage and provide the public with popular programmes including NDR 1 Radio MV and the television programme ‘Nordmagazin’. The NDR itself points out that these regional services and studios would not continue to exist in Mecklenburg-Western Pomerania without the NDR.

 

Developments in Mecklenburg-Western Pomerania should be seen in the context of recent political developments in Saxony-Anhalt. There, the AfD received 43.8 per cent of the vote in the state election on 6 September 2026. During the election campaign, the party had also announced its intention to terminate the MDR state treaty.

 

However, the political situation in Mecklenburg-Western Pomerania is not directly comparable to that in Saxony-Anhalt. Whilst the AfD is currently leading in the polls, the gap between it and other parties is significantly narrower.

 

ECPMF strongly advocates the preservation and protection of public service broadcasting structures.

 

A diverse and independent media landscape is an essential prerequisite for an informed public and thus for a functioning democracy. Furthermore, it is also a matter of media diversity, regional public engagement and the conditions necessary for the free formation of opinion. The importance of a functioning public service broadcasting system is also enshrined in the constitution. Article 5(1) of the German Basic Law guarantees freedom of broadcasting.

 

Mecklenburg-Western Pomerania’s withdrawal from the NDR State Treaty could significantly impede access to regional news coverage. Protecting these structures therefore also safeguards freedom of the press and broadcasting and is an essential component of democratic resilience.
