The European Centre for Press and Media Freedom (ECPMF) is alarmed by the attacks against journalists during the recent protests in Albania and condemns all acts of violence, intimidation, and obstruction targeting media professionals.

Between 15 and 18 October, the Association of Journalists of Albania (AGSH) documented at least  25 cases of attacks against journalists (17 initial cases and following 6 cases). According to AGSH, most incidents involved reported actions by State Police officers, while two involved attacks by protesters. In another case, masked and unidentified individuals obstructed journalists in the presence of State Police Director General Skender Hita.

ECPMF calls on Police Director General Skender Hita to take immediate and concrete measures to ensure that police officers respect journalists’ work and that effective safeguards are in place to protect media professionals covering protests.

We further urge Mr. Hita to engage urgently in dialogue with the Association of Journalists of Albania (AGSH) and other media organisations to establish and implement immediate safety protocols for journalists covering demonstrations and other public events. Such dialogue should lead to clear procedures for identifying and protecting journalists, preventing interference with their work, and responding effectively to reported incidents.

Police must allow journalists to document their operations and must not obstruct filming or interfere unlawfully with reporting equipment. Any police officers found to have committed abuses against journalists must be subject to independent and impartial investigations and should be brought before justice.

The Albanian state has a responsibility to ensure that journalists can carry out their work safely and independently, particularly during protests and other public events. Police officers must exercise restraint, respect press freedom, and ensure that journalists can report without intimidation, obstruction, or violence.
